Work Plan to optimize the Reporting System of Environmental Impact Assessment Commitment Statements

The previous version of Reporting System of Environmental Impact Assessment Commitment Statements was in operation for more than 10 years. Its system frameworks or program technologies had no longer met the increasingly stringent information security regulations. Moreover, the limitation in its function expansion had hampered the system improvement, resulting in user inconvenience and poor performance in project monitoring and management. To eliminate the shortcomings, this project transferred and expanded the system functions according to the updated information security regulations. To meet future data value-added requirements, the system was designed to integrate online reporting processes to provide a more secure, convenient, and user-friendly information management system to meet project management needs. This project established a new system in May 2020. The new system can be divided into three parts, namely the management end for the central competent authority, the management and reporting end for the industry competent authority, and the reporting end for the development organization. The system design focused on (1) enhancing management effectiveness and properly monitoring the implementation of development cases. For example, the new system assisted in managing and checking the reminders or improvement and correction of changes in the quarterly reporting schedule and reporting contents of each case. (2) Integrating interdomain data to strengthen the connection between development cases and violation cases to monitor the status of rulings and enhance violation case management. (3) Improving system and administration management such as account review and maintenance management. (4) Establishing 24 types of reporting sheets to incorporate with the comprehensive online application. (5) Transferring the data and files of cases to the new system. (6) Reducing information security risks by scanning information security vulnerabilities every month. A total of 320 accounts have passed the review, and the total number of reported cases is 304 (reported in the second quarter of 2020). In terms of system counseling, this project has dispatched instructors to assist in 6 sessions of system introduction seminar and has replied 379 customer service calls.
